Whilst it is accepted that the general licensing system in Scotland works well, there is a suggestion in the review that there should be a returns mechanism in place which would require those exercising the general licence to supply NatureScot with returns in respect of the species controlled and the numbers shot, etc. This, we believe, is unnecessarily bureaucratic, and given that NatureScot is under the same pressures as the rest of Scotland's public services in respect of resourcing, we believe this is unnecessary and, in our submission, will be resisting this suggestion.
We will reply to the consultation on behalf of members. If you want to contribute to the return, either through SACS or directly, please let us know, and we will include your views.
We are aware that in some recent cases, consultations have received far more responses than the consulters anticipated. The recent lead ammunition consultation is a prime example. While large returns reflect the strength of feeling, the responses pile up and aren’t read. We know the representative organisations' returns are read.
In this case, whilst there are no radical departures from the current system, we will ensure that representations are made on matters that will impact you.
